[boost] New Boost Review Wizard

Mateusz has generously volunteered to serve as Review Wizard. He is a Boost developer, someone who has helped with Boost reviews and Boost GSOC. He has my approval. If there are no concerns, we will appoint him Review Wizard, and I'll give him the necessary access and information for the role. Best, Glen
