Not by default; the official procedure is to commit to HEAD first and merge from there to the release branch. See the 5th bullet at http://boost-consulting.com/boost/more/release_procedures.htm#Developers [boost.org is down or responding too slowly again; we really need to get off the sf servers]
I added a license statement to the documentation files as well (these were missing this completely) and tried to gather the corresponding information from the CVS. If I happened to forget somebody to mention accordingly, please add yourself!
