[boost] [review][fixed_string] review period finishes today Dec 8

The review period of candidate Boost.FixedString finishes today, Dec 8. Many interesting subjects have been discussed about during these two weeks and I have quite a bit of material to digest before publishing the final review result plus further action points. I expect to be able to do so during the following week.
