It's not enough to have a library implementation. The library has to implement the specification of the C++ standard. I'm not sure how close STLPort is these days. It's probably not far, though.
for Regex (and other libraries as well of course), we already have b) above - so what's the point "adding it to the standard" - which seems to me a lot of work for very little practical benefit.
