I'm second on that - no javascript requirement should be removed. One of the best source code documentation tools around generate javascript code to simplify navigation.
I'm talking of course about Doxygen :-)
To the reasons given in the rationale I can add that lots of people disable JavaScript in browsers (NoScript and similar tools), which would affect viewing the docs with it.
