yeah, this is the problem.
I could accept review overlaps if it became the review managers job to put together a group of people guaranteed to make a review. The size of this group would depend on the library's size.
I assume you mean the review manager to send a private email to a group of people who might be interested in reviewing the library. This is a fine idea - but this group will still work on a volunteer base. In my case, I will do so for the upcoming review of outfmt library.
