How about using Assembla http://www.assembla.com/home . It comes with svn, trac and of course it's free.
I checked it out, and somehow the message saying that they're experiencing hardware problems lately is not very encouraging... I'll try my luck with Sourceforge first, but if there are other hosting solutions which will honor the Boost Software License (Google Code Hosting doesn't, which is disappointing) as well I don't see why we can't choose those hosts.
