Not at all. JIRA > Trac, and there are CSV importers from Trac CSV exports to JIRA.

Please be sure to specify, in detail: - Why you think it is better - Where it will be hosted -- including - The results of trial Trac->Jira conversion (preferrably with a live server showing results of same).
