I agree with you, it is better if the the proposals are limited to the *expectations*. Up to the student to make its own proposal. In this way we would be able to evaluate the motivation and capabilities of the student better.
Yes... reviewing dozens of "I will do xxx" proposals is a particularly frustrating process :)
