On my newsreader Tom's messages are circumflexless.
I believe they're Mac non-breaking spaces. It's one of those characters that isn't in the same position in the Windows character set. I'm assuming that they're an artifact of whatever tool Tom used to write the email text.
They are not Mac non-breaking spaces, they are UTF-8 encoded non-breaking spaces (U+00A0, 0xC2 0xA0). People who see a \^A before the blank are using newsreaders that don't support unicode. I don't think the problem lies with Tom's tools, since his mail headers correctly announce "charset=utf-8".
