[boost] Precompiled header support for clang is broken

Precompiled header support for clang-linux is broken (and has been broken for
some time, in fact). It uses incorrect flags, among other issues. volodya: is
it cool if I fix this? This is preventing clang-linux from compiling parts of
Boost.Math.
