LOL - any C++03 compatible code is also compatible with the latest version of C++. It is not within anyone's power to "keep" or "not keep" C++03. It's always there and always will be as long as C++ keeps it promise to maintain backward compatibility.
Since C++03 several keywords have been added or changed meaning, and core language features and library facilities have been removed. There are also things like spaceship breaking code relying on Boost.Operators. So, this statement is not exactly true.
