[boost] [serialization] cannot build with BOOST_NO_EXCEPTIONS defined

Boost.Serialization tries to be BOOST_NO_EXCEPTIONS-compatible, as it uses boost::throw_exception to throw, but alas the lib does not build when setting the macro, since archive_exception (boost/archive/archive_exception.hpp) is only defined ifndef(BOOST_NO_EXCEPTIONS), so that expressions like boost::throw_exception( archive_exception(archive_exception::unregistered_class)); fail to compile.
