Neal, I'm unable to reproduce this error on my Linux VM (Ubuntu latest). What platform are you on? Dumb question: are you sure you're doing it in a directory you have write access to?
Neal has pointed to to me (off list) that some of the directories in the tar ball have 0700 perms, while others have 0755 (which is, of course, what we want).
