[boost] Documentation Wizard

Allow me to introduce Rob Stewart in his new role as Boost Documentation Wizard. For some time we've needed a person to establish standards and policy, and to help ensure that Boost library documentation is of the highest quality. Rob has demonstrated both the interest and the aptitude for this job, and the Boost moderators are very pleased that he's accepted our invitation to take it on.
