Wouldn't it be much simpler if you let the user pick the right dev environment prompt from the start menu and have all stuff available without having to call extra scripts? It's a command-line build tool. The command-line equivalent to what you suggest is making the user discover, and then type, the correct pathname of the desired VS version.
