
If it doesn't already, then the VC redist needs to have a baseline UCRT that it deploys if there isn't already a newer one provided by Windows Update.
That is how it is supposed to work. If you're seeing otherwise we're interested in a bug report / repro steps. You can't have a redist that depends on something that isn't bundled with it or known to always already be present on the system.
