It generally isn't. I've never noticed a problem before. But I heard of it once -- when I brought a zipped boost distro with me to a course I was teaching, it took each developer an hour to unzip it.
my guess is that developers will have found an alternate solution long before downloading the boost distribution.
Guess again ;-)
(Maybe during the unzipping XP was doing something helpful like searching for updates to Windows Media Player every five seconds.)
