Yes. The old version from Boost 1.32 is broken, and was removed in 1.33.1. The new version is not yet ready, so was not part of 1.34.
Even though this is mentioned in the documentation for the ReadWriteMutex concept, in the actual documentation for read_write_mutex there is no mention that it's not included.
