Can we please merge
https://github.com/boostorg/boost/commit/fb8338770e930bca5ba24dbb9240f5c2e42...
to master? Without it, Boost.Build requires the tools/inspect submodule to be present, which is otherwise unnecessary in partial Travis checkouts.
Now that 1.63 can been released, can we please do that?
