The files in the tar.bz2 cannot be opened, since their permissions are set to 000. Entering the directory containing the files and doing chmod 644 *.pdf fixes the issue.
Grrr, that's what happens when you prepare the release files on Windows.... I've regenerated the tar.gz2 file with 7zip rather than cygwin and the permissions seem OK now, uploading a replacement now... John.
