[boost] using detail/no_exceptions_support.hpp in user code

Hello, Since no_exceptions_support.hpp is in boost/detail, I assume it isn't meant to be used in user code. However, I find it useful, and I expect many people to find it useful as well. So, could no_exceptions_support.hpp be moved out of boost/detail? Regards, Kris
