[boost] [TypeTraits] aligned_storage & type_with_alignment docs swapped

In the type_traits library, the documentation for aligned_storage and type_with_alignment seem to be somewhat swapped. Certainly the documentation doesn't match the implementation. Swapping the documentation would make the names make much more sense wrto their documentation too.
