1. Should they be there? I don't know for sure what this .xml is supposed to do, and I couldn't find info about it either in the submission guidelines nor in the releasing procedure notes.
It's redundant with boost/libs/libraries.htm and is not generally used. It probably doesn't matter all that much that they're missing. Doug
