Why should the review manager ignore a YES vote of an author of a competing library?
Because he shouldn't count votes in the first place when he tries to come to a decision? But I agree that the review results should state the number of YES and NO votes, and the vote of a competing author should clearly be included in this statistic, independent of whether it is YES or NO.
