[boost] [1.45] release branch open for merges

Now that 1.44 is tagged and bagged, the release branch is open once again for (well-tested!) merges from trunk. Let me use this as an opportunity to remind folks that the release process works best when merges from trunk are done continuously instead of in a mad rush at the end just before freeze.
