Also, for core stuff, it proabably makes sense to make the change in a branch, announce the change, branch, and proposed date of merge. This gives developers a chance to make changes as they can relative to that branch, before the final commit.
I am all for making developement on branch. But! I may as well do my changes locally. The main reason I actually commit the changes it to go through regression testing. Some time ago I brough a proposal to allow specifing tag of files to use in testing. But AFAIKT it's undoable. Gennadiy.
