The last sign of the author was a few months ago [1], so I'm not sure this is necessary yet. That said, I think at the very least, libraries which have been accepted into boost - even if they have a couple of non-critical issues pending - should go into some sort of actual "release" process, just to give library authors the incentive for that final push... That would be just great. During the preparations for the review I was already inclined to reject the review request because Andy Tompkins (cc'ed) was very slow with his responses, but he promised to find time for his library. This only got worse after the review and he never even touched the library to address to the review remarks. Perhaps it's the best if you get in direct contact with Andy asking him whether you could take over the maintenance of this library. If he doesn't respond to this, I'd say go ahead. I'm happy to see uuid move forward, been using it (uuid_alt_v13_pod.zip) for a while now. Some inline declarations were missing, which gave double definition errors from the linker when trying to link two object files that both included the uuid headers. Those were fixed in a matter of minutes.

Code should go into Trunk, and then get merged to the release branch when it's stable and passing it's tests at http://beta.boost.org/development/testing.html. Only merge to release when that branch is open for changes (watch for messages here or the calendar here: http://www.boost.org/development/index.html. If in doubt ask :-) You also need to: * Add your name and email to libs/maintainers.txt * Add your library to libs/libraries.htm * Add your library to status/Jamfile.v2 * Make sure you haven't broken anything before you commit (been there, done that, got the T-shirt!) And of course, repeat the above when you merge to release for the first time.
