Program Options and utf8_codecvt_facet.hpp

The Program Options library source includes the common utf8_codecvt_facet stuff. But, I don't see any use of it. Sorry, I meant "File System". I see that Program Options does (via convert), but File System does not.

Because it's actually used -- see convert.cpp
