I'm not a critic of Boost.Build - I actually have never used it.
But I'm quite happy with CMake (http://www.cmake.org/), which seems to gain support in the open-source world and will probably appeal more to Windows developers used to Visual Studio because it has a GUI and can generate VS project files.
