1. In C++03 anyway, there are some syntactic requirements, e.g. the presence of a certain constructor, that simply can't be checked.
Umm, whoops; this is wrong. There are some things that can't be checked without causing an error upon the check's failure, but BCCL doesn't *want* to avoid compilation errors in these cases.
