Yes. There's no need to get any extra written permission. The BGL book contained a CD with a version of Boost on it as well.
2. What is the likely latest version of Boost that will be available around the end of Feb / beginning of March?
It will be 1.31.x. x=0 most likely; x=1 if we have a showstopper in 1.31.0. Doug
