During the build, a number of small diagnostic
test programs are built and run, requiring the DLL to be available.

It is strange that you
need the DLL for building. Those are required only for running the compiled
program.

Thanks John. Turns out it was rather trivial – I
needed to include the STLPort bin directory in user_config.jam as well so the
DLL was available during the build. Building from the Windows command shell
throws up a dialog alerting to the missing DLL, but building from Cygwin, the
test just fails without much to go on.

That command line works for me with SVN Trunk and
STLport 5.4.1, which Boost
version are you using?
