I used the native unzip built into Windows 8.
There were two folders in the root directory, docs and source files. There was no bootstrap file or any other tools files.
Please try again. I downloaded it and there is the usual Boost tree when it is unzipped ( using 7-zip under Windows 7 ). See attachment.
