Yes, that would probably be a bit easier. But I'm reluctant to reorganize the repository. Too many other higher priority projects.
Some time ago I did some partial restructuring of the SVN tags and branches. It would be easy to do some more for the release tags. IN particular I did the tools tags http://svn.boost.org/trac/boost/browser/tags/tools.
