It isn't vc8.0, it's msvc-8.0

The toolset option to bjam should allow you to specify the VS version.
bjam toolset=msvc-9.0 ; for VS 2008 bjam toolset=msvc-8.0 ; for VS 2005 bjam toolset=msvc-7.1 ; for VS 2003
